Barking Dog Laws Los Angeles- The Los Angeles City Council voted unanimously Tuesday to amend the city’s barking law, imposing fines on the owners of dogs that bark excessively even if the canines are not licensed by the city.
You and your barking dog have just been served notice by the Los Angeles City Council to cease and desist all that noise or face a fine of $250 for a first offense, then $500 and $1,000 for additional offenses.
Effective in 2012, if Fido’s barking exceeds 10 minutes or more of continual noise, or intermittent yapping for 30 minutes within a 3 hour window, the two of you are going to be busted by the Los Angeles authorites.
Old dog barking laws were archaic, they did not allow non-licensed dogs and their owners to be eligible for hearings, thereby making any step to stop the yapping impossible to follow through with. Residents were frustrated by the excessive barking law rewarding nonlicensed dogs. In addition, the ordinance also forced the complaintant to appear before the Department of Animal Services hearing board and endure months of continued barking before the complaint process was completed.
Brenda Barnette, general manager of the Animal Services Department said her understaffed department has a six-month backlog of hearings, the bulk of which involve excessive barking cases. That’s a lot of yapping.
